Governor Signs Bill to Streamline Name & Gender Marker Changes

For immediate release:

AB 1084 ensures transgender and nonbinary Californians can quickly obtain accurate identification documents and fully participate in daily life without fear of discrimination or harassment.

SACRAMENTO, CA — Democratic Caucus Chair and Assemblymember Rick Chavez Zbur (D-Hollywood) is proud to announce today that Governor Gavin Newsom has signed AB 1084, Accurate and Affirming Records for Transgender and Nonbinary Californians, into law. The bill, sponsored by Equality California, TransFamily Support Services, and Alliance for TransYouth Rights, will make it easier for transgender and nonbinary Californians to obtain accurate identification documents, protecting them from growing threats to their safety and enabling them to fully participate in public life.

Transgender people face a growing wave of political and legal attacks across the United States. According to the ACLU, at least 604 anti-LGBTQ+ bills were introduced in the U.S. during the 2025 legislative session. Most of these bills specifically targeted transgender people, including their access to health care, public spaces, accurate identification documents, and more. At the same time, the Trump administration is waging an unprecedented attack on transgender Americans — including directing federal agencies to block transgender people from obtaining passports and other federal IDs that accurately reflect who they are.

California has made significant progress in streamlining the process for updating identification documents, but many transgender people and their families still encounter months-long delays and other administrative hurdles. Closing these remaining gaps is critical to ensuring that every Californian can obtain accurate IDs quickly and efficiently — reducing the risk of discrimination and harassment and improving their ability to access health care, enroll in school, and travel safely.

AB 1084 addresses these gaps by expediting and streamlining the process for transgender and nonbinary Californians to obtain a court-ordered name and gender change. The bill requires courts to issue orders within six weeks for petitions from adults and from minors with consent from both parents. AB 1084 ensures that transgender and nonbinary Californians can more quickly secure accurate identification, protecting their safety and enabling them to fully participate in daily life.

"I want to thank Governor Newsom for signing AB 1084 into law and standing with transgender and nonbinary Californians," said Assemblymember Rick Chavez Zbur. "An accurate ID is so much more than a document — it affirms who you are. For transgender and nonbinary Californians, it can mean the difference between safety and danger, affirmation and erasure. With this law, we are breaking down needless barriers and reaffirming California's promise of dignity, equality, and protection for every person."

"While the Trump administration works to block transgender people from obtaining accurate passports and other federal IDs, California is moving in the opposite direction — eliminating barriers and ensuring transgender people can secure accurate identification documents without unnecessary delays," said Equality California Executive Director Tony Hoang. "AB 1084 is a crucial measure to ensure transgender Californians can move through their daily lives without fear of harassment or discrimination simply because their IDs don't reflect who they are. We are grateful to Assemblymember Zbur for his leadership and to Governor Newsom for protecting the safety and dignity of our community."

"Delays and red tape should never stand between someone and their accurate identity documents," said Kathie Moehlig (she/her), Executive Director of TransFamily Support Services. "AB 1084 streamlines the process so trans and nonbinary Californians can swiftly obtain the legal recognition they deserve."

AB 1084 takes effect July 1, 2026.

Assemblymember Rick Chavez Zbur serves as the Democratic Caucus Chair for the California State Assembly and represents the 51st Assembly District, which includes Universal City, Hollywood, Hancock Park, West Hollywood, Beverly Hills, Westwood, West Los Angeles, Santa Monica, and other portions of Los Angeles.
