Zbur Bill to Streamline Name & Gender Marker Changes Heads to Governor's Desk

AB 1084 shortens the court processing time for uncontested name and gender change petitions, ensuring transgender and nonbinary Californians can quickly obtain accurate identification documents and fully participate in daily life without fear of discrimination or harassment.

SACRAMENTO, CA — Democratic Caucus Chair and Assemblymember Rick Chavez Zbur (D-Hollywood) is proud to announce that AB 1084, Accurate and Affirming Records for Transgender and Nonbinary Californians, has passed both houses of the Legislature and is now on Governor Gavin Newsom's desk. The bill, sponsored by Equality California, TransFamily Support Services, and Alliance for TransYouth Rights, will make it easier for transgender and nonbinary Californians to obtain accurate identification documents, protecting them from growing threats to their safety and enabling them to fully participate in public life.

Transgender people face a growing wave of political and legal attacks across the United States. According to the ACLU, at least 604 anti-LGBTQ+ bills were introduced in the U.S. during the 2025 legislative session. Most of these bills specifically targeted transgender people, including their access to health care, public spaces, accurate identification documents, and more. At the same time, the Trump administration is waging an unprecedented attack on transgender Americans — including directing federal agencies to block transgender people from obtaining passports and other federal IDs that accurately reflect who they are.

California has made significant progress in streamlining the process for updating identification documents, but many transgender people and their families still encounter months-long delays and other administrative hurdles. Closing these remaining gaps is critical to ensuring that every Californian can obtain accurate IDs quickly and efficiently — reducing the risk of discrimination and harassment and improving their ability to access health care, enroll in school, and travel safely.

AB 1084 addresses these gaps by expediting and streamlining the process for transgender and nonbinary Californians to obtain a court-ordered name and gender change. The bill requires courts to issue orders within six weeks for petitions from adults and from minors with consent from both parents. AB 1084 ensures that transgender and nonbinary Californians can more quickly secure accurate identification, protecting their safety and enabling them to fully participate in daily life.

"At a time when MAGA-led legislatures are fueling dangerous rhetoric and pushing hundreds of anti-LGBTQ+ bills designed to erase transgender people from public life, California must continue to lead," said Assemblymember Rick Chavez Zbur. "Having accurate identification documents is not just paperwork — it's a matter of safety, dignity, and survival for transgender and nonbinary people. They cannot afford unnecessary obstacles to living as their authentic selves. I urge Governor Newsom to sign AB 1084 into law and reaffirm California's commitment to equality and to protecting the most vulnerable among us."

If signed, AB 1084 will go into effect July 1, 2026.
